• Develop and maintain operational risk policies, assessment methodologies, risk appetite statements, tolerance thresholds, escalation procedures, and governance processes for new or materially changed products, services, features, processes, commercial initiatives, and third parties such as banking/payment partners and service providers.
• Lead the implementation of core operational risk tools: RCSA, KRIs, Operational Loss Data Collection, and Risk Event Management.
• Guide business and functional teams to identify risks, assign control ownership, develop risk treatment plans, and monitor control effectiveness.
• Assess risk through the full payment lifecycle: merchant/partner onboarding, due diligence, transaction processing, collection and disbursement, reconciliation, settlement, refunds, and disputes.
• Work with Business, Product, Operations, Finance, Legal, and Technology to embed controls into product/process design and track risk recommendations.
• Develop and enhance fraud risk policies for customers, merchants, partners, and payment transactions.
• Establish risk-based monitoring rules, alert thresholds, and transaction limits with relevant teams; review effectiveness and recommend adjustments.
• Oversee analysis of suspicious transactions, emerging fraud patterns, complaints, and disputes; coordinate investigations and case resolution to contain losses within delegated authority.
• Establish processes to record, classify, and assess operational risk events, losses, and near misses; coordinate root cause analysis and impact assessments for incidents across transactions, processes, systems, data, and service delivery.
• Track corrective and preventive actions, assess remediation effectiveness, and escalate overdue actions or exposures above approved tolerances.
• Build risk reports and dashboards covering KRIs, events, losses, fraud trends, and remediation status; analyze data for emerging risks, unusual patterns, and systemic control weaknesses.
• Provide regular and ad hoc reporting to senior management with clear recommendations and timely escalation; coordinate with Legal, Compliance, and subject matter experts on regulator, banking partner, and payment partner requirements.
• Lead the Risk & Fraud team: work allocation, technical guidance, coaching, and capability development; take a hands-on role in complex matters and improvements to risk tools/practices.
• Deliver training and awareness initiatives; promote data analytics and automation to improve monitoring, early warning, and reporting efficiency.

Job Requirements

• At least 5 years of risk management experience (operational risk management or fraud risk management) within a fintech company, payment service provider, bank, or financial institution.
• At least 2 years of experience leading a team or leading the implementation of risk management programs.
• Understanding of digital payment fraud typologies, KYC/KYB principles, and transaction monitoring approaches.
• Working knowledge of applicable laws and State Bank of Vietnam regulations relevant to payment services and the role’s risk management responsibilities.
• Sufficient understanding of technology risk, information security, and business continuity to work effectively with Technology and Information Security teams.
• Professional proficiency in English.
